Broken Sewer Line in Irvine: Your Side or IRWD’s?

The camera stops at a crack about 40 feet out — right around your property line — and suddenly the question is not what the repair costs, but whether it is yours at all. Irvine splits every sewer lateral in two: your side and the District’s. Getting Irvine sewer repair right starts with proving which side of that line the failure sits on, on camera, before anyone quotes anything.

The IRWD lateral split, in plain terms

Sewer service in Irvine belongs to the Irvine Ranch Water District, not the city, and the District divides every lateral at the property line. Per IRWD, property owners are responsible for “sewer pipes within a building and upper sewer laterals that lead from a building to the edge of its property line” — and IRWD maintains everything from that point on, as part of a system running more than 1,500 miles of pipeline.

That split changes the economics of a broken line here. A failure 10 feet from your foundation is your repair. The same failure out past the property line is the District’s to handle — if you can show them where it is. Camera footage with a surface locate is exactly that proof, which makes the inspection worth more in Irvine than almost anywhere else.

“Irvine is too new for sewer problems” — not anymore

Irvine’s master-planned villages went in on ABS and PVC plastic, which spared the city the clay-and-roots epidemic of its neighbors. But the first villages date to the mid-1960s and early 1970s — University Park was built in phases from 1965 as Irvine’s first village, Turtle Rock followed in 1967 — and a glued joint pushing 60 is no longer new. • Bellied sections holding water where trench backfill compacted unevenly

None of that is an epidemic. All of it is real, and each one reads differently on a camera screen — which is why the footage, not the age of the house, should decide what happens next.

• Spot repair — open one hole at the marked defect, cut out the failed joint or crushed section, and rejoin with proper couplings on compacted bedding. The usual Irvine outcome, typically done in a day.
• Section replacement — when settlement has taken a longer run out of grade, that run is re-laid at proper slope rather than patched twice.
• Full replacement — rare here, reserved for laterals with failures end to end, and priced in writing next to the alternatives so the comparison is yours to make.

We do not install trenchless lining. On sound-bodied plastic with one bad joint, lining is the wrong tool anyway — and in the narrow case where it fits, we say so and refer it out.
